Project Manager / Business Analysis Lead
Position Summary
Single accountable manager for the task order, reporting directly to the President of OmniVista with corporate reach-back for contracts, finance, human resources, quality, and compliance at no cost to the Government. This is a delivery position. No portion of it is charged to contract administration, and it carries the Business Analysis Lead function so that the one full-time management position the SOO permits also produces work product. The position holds accountability for schedule, quality, staffing continuity, monthly performance reporting, and the accuracy of every deliverable and metric submitted to OJP.
Duties and Responsibilities
- Maintain the integrated schedule with milestones, dependencies, and critical path, and run the weekly variance review that combines schedule position with delivery trend to produce a forecast range rather than a single optimistic date.
- Maintain one register for risks, issues, dependencies, and governance board actions, each carrying an owner, score, trigger, due date, and definition of closure.
- Prepare and lead the monthly Government performance review at no additional cost, delivering the monthly report five business days before the meeting and covering roadmap progress, each measure against baseline and target, mission outcomes including return on investment, customer experience per OMB Circular A-11 Section 280, risks, team status, and problems requiring Government action.
- Own the metric integrity control point: reconcile every reported measure to its system of record before reporting, so reported performance and operational reality are the same data.
- Own the deliverable review control point: verify format, content, compliance with the stated requirement, and factual accuracy of every Government deliverable before submission, evidenced by a signed review checklist.
- Own the definition of ready control point as Business Analysis Lead, confirming acceptance criteria, dependencies, data and identity impact, and security and accessibility considerations are present before work is pulled.
- Facilitate the Scrum cadence where it applies, including sprint planning, daily stand-up, backlog refinement, review with the requester present, and retrospective, clearing obstacles without taking priority away from the OJP Product Manager.
- Lead transition in against the three-track phase-in schedule, holding kickoff within five business days of award and reaching full performance with no service gap by day 30, and maintain transition-out readiness throughout performance.
- Manage staffing continuity: submit a qualified candidate within 30 calendar days of a vacancy, provide replacement candidates within 48 hours, and make substitutions only with Government notification and a replacement of equal or better qualification.
- Assess mission impact when disruption occurs, protect production and highest-priority work first, and present any required resequencing to the COR before it affects a committed deliverable.
- Run the corrective and preventive action process, verifying effectiveness before closure, and escalate material issues through the applicable governance path.
- Hold the overhead ceiling: confirm through labor reporting that no more than one full-time resource is charged to contract management or other overhead functions.
Minimum Qualifications
Bachelor’s degree in a business, management, engineering, or information technology discipline, or equivalent experience. A minimum of ten years of federal information technology program and project management experience, including at least five years in product or portfolio management as the evaluation criteria require, and at least five years of business analysis or requirements management. Demonstrated experience leading distributed teams of ten or more staff on a federal task order, managing an integrated schedule, and leading a recurring Government performance review. Department of Justice or comparable federal component experience preferred.
Certifications
Project Management Professional or equivalent project management certification. Agile certification such as Certified ScrumMaster or Professional Scrum Master. ITIL 4 Foundation preferred.
Senior Enterprise Architect
Position Summary
Principal architecture authority for the task order and owner of the target-state architecture, the approved standards set, and the Analysis of Alternatives product. The position answers what OJP’s technology estate should look like and constrains solution architecture to one buildable design under a reuse before buy before build sequence. It supports both task areas because architecture decisions cross the boundary between portfolio governance and delivery.
Duties and Responsibilities
- Establish and maintain the current-state baseline in the Government-furnished Enterprise Architecture Repository, reconciled against the portfolio register and asset records, and keep it current as a delivery obligation rather than a periodic study.
- Maintain the target state and its principles, the transition and sequencing plan, approved standards and the product list, architecture decision records, and the technical debt register.
- Hold each architecture function the SOO names as a separately owned artifact with an owner, review date, and stated relationship to the portfolio register: enterprise architecture, the application list, the software list, the product management framework, and data, solution, technical, and business architecture.
- Produce Analyses of Alternatives against IT Demand requests as they arrive, each stating the business need, options considered including reuse of a capability OJP already owns, the weighted comparison, the recommendation, and the dependencies to resolve first, and deliver them to the PIRB, ARB, and SWG with roadmap impact and a solution architecture recommendation attached.
- Govern the approved product list as a decision tool, evaluating artificial intelligence, low-code, cloud, and other emerging technology against mission value, feasibility, security, interoperability, cost, and adoption before it reaches the list, with every exception carrying a compensating control and an expiry date.
- Lead the tool rationalization and low-code consolidation recommendation, including the proposed reduction from four low-code platforms to two, weighing functional coverage, authorization implications, licensing, actual utilization, vendor support, integration compatibility, migration effort, training impact, and the cost of the status quo.
- Own enterprise-level architecture risk: shared platform dependencies, authorization boundaries, vendor concentration, technical debt, and retirement dependencies, each carried in the enterprise register with an owner, score, mitigation, trigger, due date, and closure criteria.
- Prototype, pilot, and release code-based proofs of concept on OJP’s approved stack where a decision carries real uncertainty, so a board sees measured behavior rather than a vendor claim, and close the item with a documented negative finding where the evidence does not support it.
- Provide architecture coaching inside real work and publish standards, engineering patterns, knowledge articles, and case studies to SharePoint linked from the tools teams use daily.
Minimum Qualifications
Bachelor’s degree in computer science, engineering, information systems, or a related field, or equivalent experience. A minimum of ten years in enterprise and solution architecture, including at least five years of enterprise architecture at federal enterprise scale as the evaluation criteria require. Demonstrated ownership of a target-state architecture, an approved standards set, and portfolio-level alternatives analysis. Working experience with enterprise architecture repository and portfolio management tooling of the class of ABACUS and LeanIX, and with cloud reference architectures on Azure and AWS.
Certifications
TOGAF or a comparable enterprise architecture certification. A senior cloud architecture certification on Azure or AWS. Documented certification or training in API management.
Enterprise Architect, Mid
Position Summary
Operates the architecture repository and the portfolio data that governance depends on, and owns the quality of every decision package that reaches a board. The position exists because governance sessions fail for one of two reasons: the evidence was incomplete or the data underneath it was not trustworthy. This position removes both causes.
Duties and Responsibilities
- Administer the Government-furnished Enterprise Architecture Repository: content management, user support, access, and integration with ServiceNow, so business, technical, delivery, and operational information connect in one place.
- Own the governance package review control point: verify the completeness of decision evidence before a board is asked to decide, so no session is consumed gathering facts.
- Coordinate the PIRB, PRB, ARB, the Engineering Review Board on its alternate bi-weekly cycle, the SWG, and the ServiceNow and Digital Experience Product Steering Groups: plan and communicate the agenda, assemble and distribute advance materials five business days before each session, facilitate, take minutes, record decisions, rationale, and action owners with due dates, post approved materials and decision records to SharePoint within three business days, disseminate information by email, and carry open actions into the monthly governance review until closed.
- Manage ServiceNow Strategic Portfolio Management functional data as controlled enterprise configuration, including yearly fiscal calendars, templates, portfolio structures, reference values, and functional metadata, each with a named business owner, technical custodian, approval authority, and review date.
- Validate fiscal calendars before the planning cycle opens rather than during it, and take every functional configuration change through request, impact analysis, approval, configuration, validation in non-production with regression checks against dependent reports and workflows, and promotion, with the OJP functional owner retaining decision authority over changes affecting business meaning or reporting.
- Maintain the portfolio register in ServiceNow under the rule that every piece of work belongs to exactly one investment, with each entry carrying business owner, mission capability, lifecycle stage, dependencies, authorization status and expiry, technical health, approved funding, and the measures it will be judged by.
- Maintain the integrated roadmap with a committed quarterly outlook and a refreshed forecast, with dependencies linked explicitly so a change in one product shows downstream exposure, and review it quarterly with the Portfolio Review Board.
- Maintain the single register for enterprise risks, issues, dependencies, and board actions used by the Project Manager for monthly reporting.
Minimum Qualifications
Bachelor’s degree in information systems, business, engineering, or a related field, or equivalent experience. A minimum of seven years in enterprise architecture, portfolio management, or IT governance in a federal environment. Demonstrated experience administering functional data in ServiceNow Strategic Portfolio Management or a comparable portfolio and project management module, and supporting federal governance boards including agenda, advance materials, minutes, decision records, and action tracking. Subcontractor reach-back is available for end-to-end SPM module configuration experience.
Certifications
An Agile or portfolio certification such as SAFe, or ITIL 4 Foundation. A ServiceNow certification is preferred. Documented training in API management, Azure DevOps, or GitHub supports the team-level certification requirement.
Solution Architect I (Senior)
Position Summary
Turns approved demand into one buildable design and owns the design package: complete enough to build against, test against, and operate from, and built to make security approval easier rather than harder. The position also owns cloud architecture, Infrastructure as Code, and resilience design, and is the architecture counterpart to the DevSecOps Lead so that the thresholds written into a design are the same thresholds the pipeline verifies at release.
Duties and Responsibilities
- Produce a design package for each approved solution containing the solution in context with its data flows and the point at which data is classified and protected at each step; interface contracts in a machine-readable format; the identity, sign-on, and provisioning pattern selected from approved options; the security controls implemented and their effect on the existing authorization; accessibility design against Section 508; and the operational design covering monitoring, alerts, backup, recovery, and the runbook outline.
- Write performance and reliability requirements as testable numbers, including availability, response time, throughput, recovery point and recovery time objectives, and data retention, so a release check can verify them rather than debate them.
- Record every significant design choice with its reasoning and alternatives, linked to the decision that approved it, so a later deviation is visible as a change to approve rather than drift to discover.
- Design environments as Infrastructure as Code executed through OJP’s Ansible Tower so a rebuild is repeatable rather than a recovery project, and record what it would take to leave any managed service, including the data export path, interface contracts, and effort estimate, at design time.
- Design failure handling in advance of an outage: health checks, automatic restart or replacement of failed instances, graceful degradation where a dependency is unavailable, and tested backup and recovery verified before operational acceptance.
- Front-load security review by mapping controls during design, inheriting common controls where OJP’s platforms already carry an authorization, and ensuring scanning and accessibility evidence is generated by the pipeline rather than assembled at the end.
- Present design evidence to the Engineering Review Board and Architecture Review Board and provide design-time engineering guidance to other OJP product teams.
- Support authorization activity, including control narratives, boundary diagrams, and evidence packages for OJP’s authorizing official.
Minimum Qualifications
Bachelor’s degree in computer science, engineering, or a related technical field, or equivalent experience. A minimum of ten years of solution architecture experience, including at least five years designing and delivering federal cloud solutions. Demonstrated experience with NIST SP 800-53 control mapping and authorization to operate packages, Infrastructure as Code, containerized workloads, and both Azure and AWS. Experience carrying a design from approved demand through operational acceptance.
Certifications
A professional-level cloud architecture certification such as AWS Certified Solutions Architect Professional or Microsoft Certified Azure Solutions Architect Expert. A security certification such as CISSP preferred. Documented training in Azure DevOps and GitHub.
Solution Architect II (Mid)
Position Summary
The position concentrates on integration-facing designs, identity and provisioning patterns, and the configured-platform designs that let a service management platform, a case management and workflow engine, and a low-code suite join the same pipeline as compiled code. It also provides design review throughput so that architecture is not the constraint on delivery pace.
Duties and Responsibilities
- Produce design packages for integration-focused and smaller demands to the same standard as the senior architect, and peer-review the senior architect’s packages so every design has a second qualified reviewer.
- Design the identity, authorization, and provisioning pattern for each solution using the protocols the SOO names: SAML 2.0 for federated browser sign-on, Kerberos where directory-integrated services depend on it, OAuth 2.0 with OpenID Connect for delegated API authorization and service-to-service calls through the gateway, and SCIM for automated provisioning and deprovisioning, aligned to OJP’s commercial Entra ID instance.
- Design the configuration-as-artifact approach for configured platforms so configuration is exported as a versioned package, update set, solution file, or rules archive and committed to source control alongside the application, ending the situation in which the platform is the only record of its own state.
- Design data migration for any product consolidated or retired under tool rationalization: source and target mapped field by field, classification and retention carried forward, volumes and referential integrity reconciled, a reversible cutover rehearsed in non-production, and legacy retirement only after migrated data is verified.
- Maintain architecture decision records and keep design packages current as delivered systems change, so the repository reflects what is actually running.
- Support the Architecture Review Board and Standards Working Group with design evidence and alternatives, and contribute engineering patterns to the Center of Excellence asset set.
Minimum Qualifications
Bachelor’s degree in computer science, information systems, engineering, or a related field, or equivalent experience. A minimum of six years in solution or systems architecture, including federal cloud environments and at least three years designing integrations between enterprise systems. Demonstrated experience implementing identity federation and automated provisioning, and designing releases for configured commercial platforms as well as custom code.
Certifications
An associate or professional cloud certification on Azure or AWS. Documented certification or training in Azure DevOps and GitHub. API management training required.
Business Analyst, Mid
Position Summary
Carries the customer experience and human-centered design work the SOO places at the front of requirements, and delivers the coaching that matures OJP product teams while they continue delivering. Human-centered design here is a method for deciding what to build and whether to build anything at all, not user interface work performed after a decision has already been made.
Duties and Responsibilities
- Run the four-step human-centered design cycle inside the sprint cadence: understand the situation, define the real requirement, prototype and test with users, then implement, repeating as working capability reaches people.
- Count everyone the system touches rather than only the end user, including the approving official, help desk staff, the administrator maintaining reference data, and the engineer keeping it running, and treat an applicant abandoning a form as a design finding.
- Test whether the presenting request is the actual requirement, and make changing the process or doing nothing legitimate recommendations supported by research, so capacity is not consumed building the wrong fix.
- Convert research findings into epics, features, user stories, and acceptance criteria that keep customer needs traceable through delivery, with accessibility treated as a design input rather than a defect found late.
- Work with the Test Automation and Metrics Engineer to turn acceptance criteria into testable scenarios covering normal paths, edge conditions, and failures.
- Measure design outcomes as OMB Circular A-11 Section 280 expects: task completion, time on task, error and rework rates, abandonment, and burden reduced, rather than satisfaction surveys alone.
- Baseline and report the four reductions the SOO sets for the empowered automated workplace: clicks to complete a transaction, time from opening a form to committing it, correspondences and meetings needed to complete a task, and toolsets in the Data Integration and DevOps family.
- Coach OJP product teams on their actual backlogs and hand ceremonies and artifacts to federal staff progressively, matching capability to skill level with reporting tools for non-technical staff, code assistants for semi-technical staff, and governed data access for engineers and analysts.
- Build and maintain the Center of Excellence asset set: common board structure and required fields, shared definitions of ready and done, story and acceptance-criteria templates, engineering pattern references, and worked examples.
- Plan and run usability sessions with representative users and document Section 508 and WCAG conformance before release.
Minimum Qualifications
Bachelor’s degree in a business, social science, design, or information technology discipline, or equivalent experience. A minimum of five years of business analysis experience in federal information technology, including requirements elicitation, user research, and backlog development on an Agile team. Demonstrated experience running usability testing with representative users and applying Section 508 and WCAG conformance requirements. Experience coaching federal staff in product, Agile, and engineering practices.
Certifications
An Agile certification such as Certified ScrumMaster, Professional Scrum Master, or Professional Scrum Product Owner, or a business analysis certification such as CBAP. An accessibility certification such as CPACC or WAS is preferred.
Business Analyst, Junior
Position Summary
Carries intake volume, board hygiene, and governance administration so that senior architecture and analysis capacity is not consumed by work that does not require it. The position is proposed deliberately: three business analysts at a lead, mid, and junior level cover discovery, accessibility, and intake volume without paying senior rates for record keeping, and the junior position is what makes the response commitments in the intake process affordable.
Duties and Responsibilities
- Create and quality-check demand records in ServiceNow carrying the required set of facts: what problem this solves, what mission outcome is expected, who is affected, what the current process is, and any externally set deadline.
- Confirm that every request has a named owner within one business day and that the requester has been told who is looking at it and when they will hear back, so nobody waits in silence.
- Help incomplete requests rather than reject them: identify exactly what is missing and offer a short working session to fill the gap, so a business office does not need to know our vocabulary to get support.
- Run the reuse check before any analysis begins, comparing each request against the existing product portfolio, the approved product list, and current backlogs, because the most valuable answer is often that the capability already exists and can be extended.
- Report queue age and time to first decision each month, so a growing queue of undecided ideas is surfaced as a governance problem rather than left to grow quietly.
- Maintain board hygiene across approximately 80 Azure DevOps project boards: required fields, stale and orphaned items, broken parent and child links, and work with no investment or roadmap connection, working from the automated rules rather than manual inspection.
- Assemble board packages, take minutes, and maintain the action register under the direction of the mid-level Enterprise Architect.
- Support user research logistics, accessibility test evidence collection, knowledge article publication, and documentation upkeep carried in the protected Kanban lane.
Minimum Qualifications
Bachelor’s degree, or an associate degree with additional relevant experience. A minimum of two years of business analysis, IT service desk, or program support experience, preferably in a federal environment. Working familiarity with ServiceNow and Azure DevOps. Strong written communication, because much of the output is a record another person will rely on.
Certifications
An Agile foundation certification or ITIL 4 Foundation to be obtained within the first year of performance, supported by OmniVista certification funding.
Configuration Manager
Position Summary
Owns the end-to-end IT change management process the SOO requires across OCIO and the configuration control that makes it defensible. The position protects production stability without turning change control into a bottleneck, distinguishing routine team-level change from change with enterprise, architecture, security, or cross-product impact, and it owns the pre-promotion validation control point that keeps configuration changes from breaking dependent reports and workflows.
Duties and Responsibilities
- Operate the risk-based change path and confirm that each change record identifies the affected service, purpose, implementation and rollback steps, dependencies, test evidence, security or authorization impact, communications, and requested implementation window.
- Maintain pre-approved procedures for low-risk repeatable change so routine work keeps moving, and route higher-impact change to the proportionate technical, architecture, security, or governance review its risk warrants.
- Separate defects from enhancements at IT Demand and Business Intake: defects corrected in non-production, validated, and released on schedule with a Government-approved emergency path, and enhancements entered into the backlog after Government review and scored like all planned work.
- Own the pre-promotion configuration validation control point: required fields, valid values and relationships, duplicate and orphan detection, and regression against dependent reports and workflows, performed in non-production before promotion.
- Link every approved change to the work item, release, and affected service so OJP can trace a decision into implementation, and run post-implementation verification to confirm service health and intended result.
- Feed unsuccessful or high-impact changes into problem management, lessons learned, and the corrective and preventive action process rather than closing them as completed.
- Maintain configuration management database practices and configuration baselines, and report enterprise change trends alongside risk and performance information so recurring failure patterns are addressed systematically.
- Support the enterprise IT risk management process with change-related exposure, including authorization boundary impact, shared platform dependencies, and retirement dependencies.
Minimum Qualifications
Bachelor’s degree in information systems, engineering, or a related field, or equivalent experience. A minimum of five years of configuration or change management experience in a federal IT environment, including ITIL-aligned change and problem management under formal control. Demonstrated experience with ServiceNow change management and configuration management database practices, and with validating configuration changes in non-production before promotion.
Certifications
ITIL 4 Foundation required; an ITIL intermediate or specialist credential preferred. A ServiceNow IT Service Management certification is preferred.
Data Architect, Senior
Position Summary
Owns the data architecture underneath consolidated reporting and the data protection design across the estate. Consolidating roughly 80 project boards is solved at data entry and in the data model, not in the reporting layer, and this position is what makes the leadership dashboard read one set of records rather than four reconciled extracts.
Duties and Responsibilities
- Design the governed data layer that supports consolidated reporting across approximately 80 Azure DevOps boards, the ServiceNow portfolio register, the scanning suite, Splunk, StatusCake, and authoritative financial sources, so portfolio health, product performance, security posture, and financial metrics correlate in one view.
- Define data models, classification, retention, lineage, and quality rules, and maintain a controlled data dictionary so the same concept has the same meaning across OJP.
- Design encryption at rest using FIPS 140-2 validated, platform-native encryption applied by default to database, object, and volume storage, with keys held in a Government-controlled key management service, distinct keys per environment, and rotation on a published schedule, and ensure backups, snapshots, and log archives inherit the same protection with key access held separately from data access.
- Design data movement and transformation, including micro-service payload structure, error and retry behavior, and the reconciliation of volumes and referential integrity required for consolidation and retirement work.
- Design the validated natural-language-to-query capability that translates a plain-language portfolio question into a database query, validates the query, and returns the result, and the retrieval-augmented generation approach over OJP’s governed standards, decision records, runbooks, and knowledge articles with citation to source.
- Design cloud data platform patterns including attribute and role-based access, geographic restriction, and clearance-level handling, and evaluate them against OJP’s existing approved tools before recommending any new capability.
- Support cloud financial operations reporting with multi-cloud spend tracking, subscription tier reconciliation, idle environment identification, and automated monthly data pulls that produce audit-ready reporting.
- Verify interoperability through interface and performance testing rather than assuming systems communicate correctly.
Minimum Qualifications
Bachelor’s degree in computer science, information systems, or a related technical field, or equivalent experience. A minimum of ten years of data architecture experience, including at least five years designing and operating federal cloud data platforms. Demonstrated experience with Azure and AWS data services, data governance and fine-grained access control, dashboard and reporting data models, and NIST and FIPS 140-2 encryption requirements. Experience reconciling data across multiple systems of record for enterprise reporting.
Certifications
A senior cloud architecture certification on Azure or AWS. A data engineering, data governance, or analytics certification is preferred. Documented training in API management.
DevSecOps Lead
Position Summary
Owns the pipeline as the enforcement point for standards. If a coding, security, or accessibility expectation matters at OJP, this position implements it as an automated gate rather than guidance in a document that depends on individual discipline. The position also owns the compensating control set and risk documentation for the Azure DevOps authorization gap, and the peer review control point across code, configuration, and pipeline changes.
Duties and Responsibilities
- Operate and improve source control on OJP’s Azure DevOps instance with branch policies and required peer review, and own the peer review control point so every code, configuration, and pipeline change is reviewed by a second qualified engineer against coding and configuration standards.
- Run build orchestration across Azure DevOps pipelines and the existing Jenkins instances on AWS, bringing legacy Jenkins automations under version control.
- Publish container images to OJP’s ECS registry on GovCloud, scan before promotion, and promote immutable versioned artifacts through Development, Test, UAT, Staging, and Production rather than rebuilding, so production receives what was tested.
- Implement and maintain automated quality gates covering build, unit and integration tests, the coverage threshold, code quality, and vulnerability scanning, each with a defined threshold and a documented exception path.
- Operate layered independent scanning: OJP’s existing Acunetix and Guardium services through the JMD shared service and Tenable on the Secure Cloud Network, with static analysis through SonarQube and dynamic application testing through StackHawk, so code is examined before build and the running application after.
- Build environments through Ansible Tower as Infrastructure as Code and generate control evidence as compliance-as-code, so authorization artifacts are a by-product of the build.
- Maintain the compensating control set for the Azure DevOps authorization gap: keep mission data out of the commercial boundary so the service holds source code and build metadata only, enforce role-based least-privilege access through OJP’s identity provider, hold secrets outside source control, retain audit logging for review, and maintain the documented residual risk and monitoring package for OJP’s authorizing official, implementing an alternative if the security office reaches a different conclusion.
- Bring configured platforms into the same pipeline by exporting configuration as a versioned package, update set, solution file, or rules archive committed to source control alongside the application, with the same gates, accessibility validation, approval, and tested rollback.
- Own staged deployment with tested rollback and automated post-deployment verification, and retain release evidence covering work items, source and configuration version, test results, security findings or approved exceptions, deployment approval, release notes, rollback procedure, and operational verification.
- Run patching, certificate renewal, and backup verification on a published schedule inside Government maintenance windows, and lead the platform and application escalation tier for production support.
Minimum Qualifications
Bachelor’s degree in computer science, engineering, or a related field, or equivalent experience. A minimum of eight years in DevOps or DevSecOps engineering, including at least five years in development operations and data integration in a federal environment as the evaluation criteria require. Demonstrated hands-on experience with Azure DevOps pipelines, Jenkins, Ansible, containerization and container registries, Git branching strategy, static and dynamic security scanning, and Infrastructure as Code. Experience operating under an active authorization to operate with continuous monitoring.
Certifications
Documented certification or training in Azure DevOps and GitHub, as the evaluation criteria specify. A cloud certification on Azure or AWS. A security certification such as CompTIA Security+ or CISSP is preferred.
SOA / API Integration Developer
Position Summary
Owns the published interface catalog, the WSO2 API Manager estate, and the custom development required for unique data operations. Integration work that starts from an unverified inventory produces designs that cannot be built, so the position begins with an inventory OJP can trust and then manages the catalog as a product rather than a set of endpoints.
Duties and Responsibilities
